74 transitions interlocking and perme abilit y of educ ational domains learning region waldeck-frankenberg hesse kombi modularized partial qualifications for the semi-skilled and unskilled i problem the requirements of increasingly demanding occupational profiles are leading an increasing number of teenagers and young adults to drop out of training and to their being squeezed out of jobs with obligatory national insurance i.e non-casual jobs some 39 per cent of the unemployed in waldeck-frankenberg north hesse have not completed a course of vocational training on account of their poor qualifications it is difficult or impossible for job centres to find work for these men and women in addition we see social deficits and similar individual problems in this group all of which make it considerably more difficult for them to hold down a normal job the prospects of the participants can be judged as good as can the first phase of the scheme in general in spite of the difficult employment situation and serious limitations on the part of the participants two-thirds of them have since obtained either a recognized vocational-training place or a job carrying obligatory national insurance the second phase in which 19 participants are involved is not yet complete regional businesses have shown a greater willingness to attainable goal it is intended to continue the grants until the qualification has been acquired iii outlook ii solution approach unemployed or potentially unemployed teenagers and young men and women up to their mid-thirties are given a 12-month vocational qualification including edp and language skills allowing a sustainable integration into the training and employment market in co-operation with the chambers of trade industrieund handelskammer and handwerkskammer and the employment agency the partial qualifications are offered in such a way that the participants depending on individual circumstances can get them recognized as counting towards recognized vocational qualifications and/or their employability is improved the concept is rounded off by supervision by an educational social worker to date 24 participants aged between 23 and 34 have passed through the training modules the modules together with practical work-experience in the respective occupation have given each participant knowledge and skills which can be used as the foundation of further career development the contents of the work-experience schemes are documented in a certificate and the total time spent is counted towards the total time needed for any recognized occupational training course subsequently undertaken in cases where completion of such a course seems to be an accept these modularized partial qualifications with the result that further phases of the scheme are planned www.bildung-machts-bunt.de
